About IBSC and Regulatory Framework in India
In India, all activities related to genetically engineered (GE) organisms or cells, as well as non-GE hazardous microorganisms and their products, are regulated under the Rules for the Manufacture, Use, Import, Export, and Storage of Hazardous Microorganisms/Genetically Engineered Organisms or Cells, 1989 (commonly referred to as Rules, 1989). These rules were notified by the Ministry of Environment, Forest and Climate Change (MoEF&CC), Government of India, under the Environment (Protection) Act, 1986 (EPA 1986).
The Department of Biotechnology (DBT) and the Review Committee on Genetic Manipulation (RCGM) monitor and regulate the activities of IBSCs across India.
In compliance with Rules, 1989, IIT Bombay has constituted an Institute Biosafety Committee (IBSC) to oversee research, use, and application activities involving GE organisms (including microorganisms, animals, plants, arthropods, aquatic animals, etc.) and hazardous microorganisms (such as bacteria, viruses, fungi, mycoplasma, cell lines, algae, protozoa, and nematodes).
The IBSC at IIT Bombay serves as a committee responsible for implementing biosafety regulations within the institute.
Key Functions of IBSC at IIT Bombay
Evaluating research infrastructure, safety protocols, and expertise involved in hazardous microorganisms (HMOs), genetically modified organisms (GMOs), living modified organisms (LMOs), and genetically engineered (GE) research at IIT Bombay.
Ensuring that risk assessment, risk management, and emergency response plans at IIT Bombay are adequate.
Providing biosafety guidance to Principal Investigators (PIs) handling HMOs, GMOs, LMOs, and GE research.
Ensuring safety protocols for researchers working with biological materials.
Reviewing, approving, or rejecting biosafety-related research applications and informing the Principal Investigators.
Conducting periodic inspections of laboratories and facilities using standard checklists and reporting non-compliance to institute authorities.
Implementing health surveillance measures for researchers and staff working with GE organisms.
Organising and conducting trainings on biosafety and related topics
Submit annual progress reports, medical surveillance, transfer details, etc to Department of biotechnology including IBKP, BioRapp and RCGM
